make ot-ci compatible with centos7

Certain installation steps in Container files are specific to newer RHEL-based distro versions. CentOS7 as BASE_CONTAINER breaks that. It needs to be comaptible with that, though, to be able to provide RPMs for the current production version, since migration to alma 9 is uncertain date-wise.
